<p><strong><span style="text-decoration: underline;">Position Purpose</span></strong></p>
<p>The Foundation is expanding its Grants Management team and is seeking a Data and Report Manager to manage the grants database and generate grant data reports for the Colorado Health Foundation.</p>
<p>&nbsp;</p>
<p>The Data and Report Manager works closely with the Director of Grants Management, grants management staff, and the Information Technology Director to ensure that the Foundation is collecting and storing data in a manner aligned with best practices.  This position will also ensure optimal functionality and integrity of the grants database. This position is also responsible for generating standard and ad hoc reports to provide information about the Foundation’s grantmaking activities in a manner that meets the needs of staff, stakeholders and grantees. The Data and Report Manager reports directly to the Director of Grants Management.</p>

<p><strong><span style="text-decoration: underline;">Essential Duties/Responsibilities </span></strong></p>
<ul>
<li>Receive and filter requests for grant data and information and define reporting requirements.</li>
<li>Design and modify reporting templates and perform report writing as needed.</li>
<li>Generate standard and ad hoc reports and analyze grant data as needed.</li>
<li>Provide GIFTS end-user training and act as first point of contact for GIFTS users.</li>
<li>Lead change management process to monitor, screen, analyze system requirements and coordinate changes to the grants database.</li>
<li>Work with the Information Technology department to add fields, code tables and make other enhancements to the grants database.</li>
<li>Create and maintain database searches used by staff and for individual grant database portals.</li>
<li>Lead the implementation and maintenance of the Foundation’s on-line grant application and on-line reporting tools, in coordination with the Information Technology department.</li>
<li>Ensure grant data integrity by facilitating regular data clean-up activities.</li>
<li>Update and maintain grant data dictionary.</li>
</ul>

<p><strong><span style="text-decoration: underline;">Qualifications </span></strong></p>
<ul>
<li>Bachelor’s Degree in Business, Public Administration, Computer Science or a related field.</li>
<li>Minimum 5 years experience working with a relational database (GIFTS experienced preferred).</li>
<li>At least 3 years creating standard and ad hoc reports for a variety of audiences.</li>
<li>Advanced Microsoft Excel skills, including the ability to use lookup and create/manage pivot tables</li>
<li>Experience in Crystal reports and report writing preferred.</li>
<li>Meticulous attention to detail and excellent organizational skills with the ability to quickly and effectively manage multiple tasks with short deadlines.</li>
<li>Project management and critical thinking skills.</li>
<li>System training experience preferred, including developing the materials, organizing the classes or meetings and presenting the content.</li>
<li>Great time management skills, including the ability to prioritize and handle several projects at one time.</li>
<li>Ability to foster an atmosphere of collegiality that encourages productivity.</li>

This position will play a significant role in developing and implementing appropriate evaluation strategies to ensure that each grant or program includes Measurable Results that support the Foundation’s goals. The Senior Evaluation Officer will support the grant making due diligence process by collecting and analyzing data and assist in researching relevant literature to develop scientific knowledge and provide data in support of the Colorado Health Foundation’s vision. This position reports directly to the Director of Research &amp; Evaluation.</p>

<p><strong><span style="text-decoration: underline;">Responsibilities</span></strong></p>
<ul>
<li>Oversees and implements research and evaluation projects including all aspects of project design, data collection, and analyses</li>
<li>Conducts data analyses including analyzing performance across multiple funding strategies</li>
<li>Provides ongoing technical assistance to grantees including training grantees on Measurable Result evaluation model and related data collection methods</li>
<li>Provides technical assistance to Philanthropy Staff and other Foundation staff in critiquing research and evaluation designs and interpreting research and evaluation findings</li>
<li>Reviews Healthy Living, Health Coverage, and Health Care grant proposals with an emphasis on assessment of evaluation design and data collection methods</li>
<li>Supports TCHF and grantees in their efforts to be informed consumers of research and evaluation including providing trainings and consultations on how evaluation findings can inform decision making and strategy</li>
<li>Oversees communication of evaluation results to external stakeholders including grantees, public health advocates, legislators, and other key audiences</li>
<li>Supports the Research and Evaluation Department in annual and monthly reporting of evaluation results to internal stakeholders  including interfacing with the Foundation’s Board of Directors</li>
<li>Assists with evaluation contractor management and project management</li>
<li>Serves as a liaison with other Foundation Departments including the Philanthropy, Policy, and Communications Departments</li>
<li>Assists with special Research and Evaluation Department projects</li>
<li>Other duties as assigned</li>
</ul>

<p><strong><span style="text-decoration: underline;">Required Qualifications</span></strong><strong> </strong></p>
<ul>
<li>Master’s degree required in social sciences, public health, public policy, economics or other field that required hypothesis testing and systematic data analysis; appropriate experience may be substituted</li>
<li>Minimum 8 years in progressively challenging evaluation work, including experience in all aspects of the evaluation process, including:
<ul>
<li>Developing research and evaluation questions,</li>
<li>Designing the evaluation plan,</li>
<li>Overseeing the data collection,</li>
<li>Analyzing quantitative and qualitative data,</li>
<li>Compiling and presenting the results, and</li>
<li>Ensuring ongoing data use and evaluative thinking for decision making</li>
</ul>
</li>
<li>Minimum 8 years analyzing data using quantitative and qualitative methods, including experience analyzing data using a statistical software program such as SPSS or SAS</li>
<li>Minimum 2 years experience in a lead evaluation project management role</li>
<li>Experience training or teaching others in evaluation methods and approaches</li>
<li>Research and evaluation skills appropriate for analyzing grants</li>
<li>Exceptional oral and written communications skills</li>
<li>Strong analytical skills</li>
<li>Demonstrated ability to establish strategy, develop work plans, multi-task and deliver quality work</li>
<li>Ability to think creatively and solve problems; sense of curiosity and commitment to continuous learning</li>
</ul>

<li>Experience assessing the strength of evidence for interventions</li>

<li>Experience providing technical assistance or consulting services  to a variety of organizations including nonprofit or for-profit  organizations, government agencies, health care organizations and other external stakeholders</li>
<li>Health care experience</li>

			<content:encoded><![CDATA[<p>The 2011 Miss Asian American Colorado, Dao Than is hosting a fundraising event for the APDC&#8217;s ReLAY (Responsible Leadership and Action for Youth) program as part of the AACO community service project.</p>
<p>ARTiste (ART Is Shown Through Expression) is an art gala showcasing the art done by our refugee youth and to celebrate the youth and their art. Miss Dao Than has been working with the youth every week at the program on the art project that will be showcased at the ARTiste fundraiser. There will also be local artists present with their artwork available for purchase. 100% of the proceeds from this event goes back to APDC&#8217;s ReLAY after school program.</p>
